With reference to my cypher telegram of January
22nd. Acting on instructions from Foreign Minister Japanese Consul General has represented to-day the sericus injury to local Japanese firms caused by embargo on export trade which is likely to produce very serious financial crisis and asks that present
situation may be relieved.
Strong representations ade by French Consul as to the effect of embargo against transhipment in Hong Kong on trade between Indo China and Japan. He urges that at least permission might be granted for goods now in Hong Kong and goods already contracted
for to proceed.
